Richard Ybarra
Chapter Executive Director

Richard Ybarra is Executive Director of Community Associations Institute – San Diego.  This comes after three and a half years as Executive Director of Braille Institute San Diego. Previously he was a senior consultant at Ybarra Company – a Public Affairs business owned by his adult children. They work with nonprofits, corporations, education groups, government agencies, churches, labor, trade associations and foundations. Richard earned a Masters Degree in Public Administration from Harvard University’s John F. Kennedy School of Government.

A San Diego native, Richard attended St. Augustine High School, Southwestern College, Chapman University and  San Diego State University, as a Psychology Major and PE Minor.

Richard has extensive experience in government relations and public policy at local, state and national levels – having specialized in communication, land use, water, energy and project entitlements. He served as National Vice President of Eureka Communities and as a educational consultant to the University of California President’s Office.

Richard taught Upper Division Public Administration at CSU Bakersfield and Political Science at Southwestern College

Boards: Bayview Height’s CDC, UCSD Board of Overseers, The Organizing Institute, St. Frances School, California Living Museum, San Diego Red Cross, Homecare Workers Service Center and  has coached many youth sports teams.

Melissa Brown, PCAM, AMS
President

Melissa Brown is the San Diego County Regional Director for The Avalon Management Group. She has 18 years of experience in the Homeowner Association Industry. Melissa obtained her CAI, AMS designation in 2013 and the prestigious PCAM designation in 2014. Melissa is well-rounded in all aspects of Homeowner Association Management. She has previously chaired the CAI San Diego Manager Support Committee and is on the Education Committee. Melissa was awarded the CAI San Diego Community Manager Member of the Year Award in 2017.

Rachael Robenolt
Vice President

Rachael Robenolt is the owner and operator of 360 Community Management, exclusively serving Homeowners Associations in San Diego County. She started her company after eight years of managing HOA’s and with more than 18 years in management and marketing.

Rachael’s experience in community management and serving on her own Association’s Board of Directors gives her unique community association insights. Rachael is an active volunteer leader in CAI, who has served as an American Heart Association advisor.

Nathan Cornett
Secretary

Nathan Cornett has a diverse background in for- and not-for-profit organizations with a passion for serving others. At LaBahn’s Landscaping, his primary clients are HOA Board Members, investing in communities and board members are a critical component to the company profile. As a board member for CAI San Diego, Nathan will work tirelessly to invest and grow the CAI San Diego Chapter; partnering with the board and many volunteers to improve membership growth and engagement.

Tim Flanagan
Director

Tim Flanagan is a partner with Berding Weil where his practice focuses on the representation of community associations in both corporate counsel and litigation.  Tim has been a member of CAI since 2010 and he served as the Co-Chair of the SD-CAI Education Committee from 2015-2017.  Tim has written several articles on community association law publications throughout Southern California, and in 2016 he authored an article that was nominated as Article of the Year by the Orange County Chapter of CAI. Tim has presented several times for the San Diego Chapter and was a featured speaker at the 2019 CAI National Law Seminar in New Orleans.  In 2019, he successfully argued the Orchard Estate Homes v. Orchard Homeowners Alliance case in the Fourth District Court of Appeal of California. The Orchard case was certified for publication and will be used as beneficial case precedence for homeowners associations in California.

Yvette Huffman
Director

Yvette has been in the Common Interest Development (CID) industry since 1988 when she joined Mercury Property Management (MPM) as an assistant to the Vice President of the San Diego Regional Office. Within six months, Yvette was promoted to Property Manager, launching a career in the management of homeowner associations.

In 1990, Marquis Management was purchased and several more promotions were realized over a few short years including District Manager, Vice President and President in 1995. In 1995, Yvette went to work for Executive Community Management as a partner and subsequently purchased the company.

Yvette successfully ran ECM as a sole proprietor from 1998 until 2006 when the business was sold for a profit. Yvette then turned to the collegiate world in 2007 to achieve a lifelong goal of earning a degree (AA Social Sciences; BA Sociology).

Yvette returned to San Diego in 2011 and joined DC Property Management as the Chief Executive Officer until leaving in April 2014.

Presently, Yvette is the owner of Trilogy Community Management and is the sole proprietor. Yvette is an active member of CAI San Diego serves as Co-Chair of the Publications Committee and as a member of the Board of Directors.

Laura V. Kwiatkowski, Esq.
Director

Laura V. Kwiatkowski is an attorney and the owner of the Law Office of Laura V. Kwiatkowski, where she has been representing community associations throughout Southern California since 1993. Laura has been a member of the Community Associations Institute (CAI) for over 20 years. Laura previously served on CAI San Diego’s Publications and Public Relations Committees in various capacities, including as a committee member and Chair and Vice Chair respectively for several years.

Laura has been serving on CAI San Diego’s Legislative Support Committee (LSC) for the last 5 years.  In 2019, Laura was Vice Chair of the LSC. Laura is the current Chair of the LSC. Laura is a frequent presenter at many CAI workshops and seminars at the local, state and national level. Laura was the recipient of CAI San Diego’s 1994 Speaker of the Year Award, 1996 Author of the Year Award, 1999 Author of the Year Award, and 2000 Committee Member of the Year Award. Laura has received the CAI Educated Business Partner Designation.

Clint McClure
Director

As a professional manager, with over 20 years of experience, Clint has been involved with many associations working closely with the Board of Directors to better their communities. His level of experience is extremely diversified, from successfully managing large condo associations, master planned communities, mid and high-rise buildings, on-site general management and business parks. He has been recognized as a top leader who supported a healthy, ethical and orderly community management industry, and who also commited to working to help shape the industry for the greater good.  

Clint McClure is the CoFounder of MMI- McClure Management Inc. 

Above all, Clint works to implement effective and positive HOA policies and practices in the communities he serves, thereby providing the membership the value they desire. Clint considers it a privilege to serve with his firm and the communities they service and participate in the industry.  Clint is a dedicated husband and father. He and his wife enjoy the outdoors and are blessed with three sons William, Henry and James and their Siberian huskies.  

Laurie S. Poole, Esq., CCAL
Director

Laurie S. Poole is a Managing Partner at Adams Stirling PLC. Laurie is a fellow of CAI’s College of Community Association Lawyers (CCAL).

Laurie is actively involved with CAI National and local chapters. Possessing a passion for writing and education, Laurie has published numerous articles relating to common interest developments and has presented educational programs at CAI’s California chapters and the CCAL Law Seminar. Since 2007, Laurie has been a member of CAI San Diego’s Community Insider magazine committee, serving as chair from 2011 through 2014. She is also the current Co-Chair of CAI San Diego’s Educational Services Committee. Laurie has served on the CAI San Diego Board since 2014 and served as President in 2017.

Garrett J. Reynolds
Director

Garrett J Reynolds served honorably in the United States Marine Corps for 20 years, notably as a Senior Drill Instructor (86-89) and a Gulf War Veteran (90-91). Since retirement, Garrett continues to serve his community as President of the Vista High School Football Boosters Board of Directors, Head basketball coach at Roosevelt Middle School, and volunteer at Calvary Chapel Vista.

Garrett and his family reside in the beautiful community of Marbella in Oceanside, since 1994.  Garrett was appointed on the Marbella HOA Board of Directors in 2016 and voted Board President in 2017. Since serving on the board Garrett enhanced his knowledge of community related business by attending CAI San Diego educational events. Garrett developed a passion to serve his community of 113 single-family residents who rely on the HOA Board to act in the best interest of the community with the highest level of fiduciary oversight and fairness. Marbella in Oceanside Community Association was nominated for Community Association of the Year in 2018.

Garrett is a Senior Analyst with Code Plus Inc., a services & solutions provider in the fields of information technology, logistics automation and professional services. Garrett holds AA, BS, and MS degrees from National University.

Garrett was awarded the CAI San Diego Association Volunteer of the Year in 2017.

Garrett is married to Priscilla Reynolds MSN, a Registered Nurse since 1992; they are proud parents of daughter Ashley (UCR, SDSU Grad) and son Garrett Jr (MiraCosta, Cal State LA Grad).

Garrett is thankful for the support of current board members and excited to serve on the CAI San Diego Chapter Board of Directors.

Robert Riddick, CMCA
Director

Robert Riddick has been a resident of his 2,677 single-family HOA since 1993. He joined the Greater Inland Empire chapter of CAI in 2007 as a Homeowner member and in 2012 became Chapter President. In August of 2018 he was selected to join the San Diego chapter Board of Directors.

He has served as a member of the Homeowner Leaders Council of CAI-National, the CAI National Board of Trustees, and is now serving as President of CAI’s Foundation for Community Association Research.

Robert is an avid boater. He is a certified Master Hypnotist, and self-taught tenor sax player. He’s an eternal optimist, a team-player, well-versed in the King’s Language, and a deliberative thinker. His Board-goal is to help position CAI San Diego as the premier chapter of CAI nationwide.
