Richard Ybarra
Chapter Executive Director

Richard Ybarra is Executive Director of Community Associations Institute – San Diego.  This comes after three and a half years as Executive Director of Braille Institute San Diego. Previously he was a senior consultant at Ybarra Company – a Public Affairs business owned by his adult children. They work with nonprofits, corporations, education groups, government agencies, churches, labor, trade associations and foundations. Richard earned a Masters Degree in Public Administration from Harvard University’s John F. Kennedy School of Government.

A San Diego native, Richard attended St. Augustine High School, Southwestern College, Chapman University and  San Diego State University, as a Psychology Major and PE Minor.

Richard has extensive experience in government relations and public policy at local, state and national levels – having specialized in communication, land use, water, energy and project entitlements. He served as National Vice President of Eureka Communities and as a educational consultant to the University of California President’s Office.

Richard taught Upper Division Public Administration at CSU Bakersfield and Political Science at Southwestern College

Boards: Bayview Height’s CDC, UCSD Board of Overseers, The Organizing Institute, St. Frances School, California Living Museum, San Diego Red Cross, Homecare Workers Service Center and  has coached many youth sports teams.

Laurie S. Poole, Esq.
President

Laurie S. Poole is a community association attorney with Peters & Freedman, L.L.P., and has been a member of the firm since 1993. Laurie is a fellow of CAI’s College of Community Association Lawyers (CCAL).

Laurie is actively involved with CAI National and local chapters. Possessing a passion for writing and education, Laurie has published numerous articles relating to common interest developments and has presented educational programs at CAI’s California chapters and the CCAL Law Seminar. Since 2007, Laurie has been a member of CAI-San Diego’s Common Assessment magazine committee, serving as chair from 2011 through 2014. She is also a current member of CAI-San Diego’s Educational Services Committee and the Quorum magazine committee for CAI-Coachella Valley. Laurie has served on the CAI-San Diego Board since 2014.

Becky Groenewold, PCAM
Vice President

Becky Groenewold is currently serving as an On Site General Manager for Ocean Hills Country Club. This  Master planned gated community for active adults has 1632 homes, golf course, clubhouse and eight separate Villages in addition to the Master. Becky has worked for PCM since 1999 during which time she has obtained her CMCA, AMS and PCAM designations with CAI.  In addition to serving on the Board, she has also served on the Membership, Public Relations and Monte Carlo Committees over the years. 

Patrick Prendiville
President-Elect


Patrick Prendiville started Prendiville Insurance Agency in 1988 after graduating from the University of California, Santa Barbara.  Mr. Prendiville has earned the “Community Insurance and Risk Management Specialist (CIRMS)” designation from Community Associations Institute (CAI).  Over the years, Patrick has been actively involved in multiple chapters of CAI, including serving as President of the Orange County Chapter. Patrick has written numerous articles for CAI magazines and presented multiple educational programs for multiple chapters.

Prendiville Insurance Agency is a seven time member of the prestigious Farmers Insurance President’s Council. In 2016, Prendiville Insurance Agency was nationally recognized as the Farmers Insurance Commercial Agency of the year.

Jeff Morin
Secretary

Jeff Morin is Vice President of Business Development and Waste Consulting at Global Disposal. Global Disposal is a third party waste consulting company that focuses on greening HOA waste streams through landfill diversion and waste expense reduction. Jeff holds a LEED AP designation with the United States Green Building Council and is a graduate of Michigan State University.

Jeff has been active with CAI San Diego since 2005 serving on committees such as the Golf Committee, Magazine Committee and is currently the co-chair of the PR Committee.

Brian Kalmenson
Treasurer
 

Brian Kalmenson is a Commercial Insurance Specialist with the Michael Abdou Insurance Agency, which specializes in providing insurance services to community associations throughout California.

Brian is a former community association manager and holds the CIRMS designation from the Community Associations Institute (CAI). He has been involved with the San Diego Chapter for a number of years both as a member of multiple committees as well as the Chair of the Publications Committee.In September 2000 I moved from Orange County to Pilgrim Creek Estates in Oceanside, where I have been very actively involved.

Victoria Cohen
Director

Victoria Cohen is a homeowner member of CAI, also known as Community Association Volunteer Leader (CAVL).

Victoria retired from HP Enterprise Services in 2015 and is continuing her to work with homeowner association volunteers to educate, train, and raise awareness of the importance of excellent Board Governance.

Victoria served on CAI National’s Community Association Volunteer Committee (CAVC) for 5 years, serving as chair in 2012; served two years on CAI National’s Board of Trustees; 4 years on CAI National Nominating Committee, and two years on CAI’s Government and Public Affairs Committee.  Back home in San Diego, Victoria is an active participant of the San Diego Legislative Action Committee.

Victoria’s passion is to bring greater harmony to homeowner associations through mediation, knowledge, and understanding.

Tom Freeley

Director

Tom Freeley is the Executive Vice President Packard Management Group, a San Diego based management firm specializing in homeowner association management. 

Tom has 25 years of experience in condominium and homeowner association management to include leading the management of small to extra-large homeowner associations, luxury high-rise condominiums, senior living communities and executive leadership of management companies. His experience includes active involvement on industry boards of directors, legislative and education committees on a local and state-wide basis and guest moderator and panelist at regional conferences.

Carol Lang
Director

In September 2000 I moved from Orange County to Pilgrim Creek Estates in Oceanside, where I have been very actively involved.

For three different terms I served on the association Board of Directors in different capacities, one of which was President of the board. There are 17 committees in our community and I have chaired or been part of the majority of the committees in the years since residing here.

Since 2009 I have chaired the Rules and Regulations committee, the members being past board presidents. For the past several years I have also chaired the Legislative committee, have been a CAI member and attend most of the CAI educational functions.

In addition to being active in the community, for the past one and one-half years I have been volunteering for the Oceanside Police Department as a Senior Volunteer Police Patrol.

Jimmy Nevarez, CMCA, AMS

After serving as a Marine, I started my career in Northern California as an Association Portfolio Manager in 2007 and in 2012 relocated to San Diego  and currently work for Curtis Management Company. I have earned my CMCA and AMS designations and I’m working towards earning my PCAM. I’m an active member of CAI-SD, serving on the Education Services Committee and the Manager Support Committee.
